License Description:
All persons acting as emergency medical care personnel providing prehospital life support must be certified as an EMT-I, EMT-II or EMT-P, depending on skill level. EMT-I and EMT-II are certified by local EMS agencies or approved public safety agencies. EMT-Paremedics are licensed by the State of California Emergency Medical Services Authority (EMSA).

Fees: For EMT-I and EMT-II varies according to local emergency medical services agency (county or region of counties).

For EMT-P:
Examination: $50 payable to National Registry of Emergency Medical Technicians (NREMT).

Initial Licensure for Out-of-State Applicants: $230

Initial Licensure for In-State Applicants: $180

Relicensure: $130

Fingerprinting: $32 Dept. of Justice only or $56 Dept. of Justice & FBI.

There is an additional fee of $50 for license renewal when the license renewal application is received less than 30 days prior to the license expiration date.

Examination Frequency: Varies; see comments.

Exam Locations: Various locations throughout the State; see comments.

Average Time to Process Application: Varies from county to county for EMT-I & EMT-II; 2 - 4 weeks for EMT-P.

Renewal Period: Every 2 years.

Authority: Health & Safety Code, Division 2.5, implementing statute.
Regulations for EMT-I, EMT-II and EMT-P appear in California Code of Regulations, Title 22, Division 9.

Special License Requirements: Persons operating private ambulance services must be licensed by the California Highway Patrol; private ambulance drivers must be licensed by the Department of Motor Vehicles; some counties require EMT-I and EMT-II applicants to be fingerprinted; all newly licensed paramedics must be fingerprinted.

Comments: The California Emergency Medical Services Authority is responsible for establishing regulations that set the minimum standards for the scope of practice, training, certification, and discipline of EMT-I, EMT-II, and EMT-P. County or regional emergency medical services agencies are responsible for the implementation of the regulations and for the actual certification of EMT-I and EMT-II. Each EMS agency must be individually contacted to determine examination frequency, location, fee structure, and minimum education/experience requirements.
